Rest-stop ‘park’ not really a park: As the Eugene city councilor in whose ward all but one of the city-sponsored rest stops are located, I feel compelled to respond to letter-writer Zach Cogswell’s assertions regarding the program (“Public should vote on rest stops,” May 10). The fact is the city has not set up a single rest stop in a city park. All rest stops are located on surplus property or private land.
