Lane County considering overnight camping program for homeless in Santa Clara area: A city of Eugene program that lets homeless residents with vehicles camp on private properties could soon expand to the Santa Clara area. Lane County commissioners are considering a pilot program to expand the city camping initiative to sites within Eugene’s urban growth boundary but not annexed into the city limits, and therefore under county jurisdiction. Commissioners on Tuesday will discuss launching a program that would match the city’s, letting numerous commercial property owners and churches along the River Road corridor north of Randy Papé Beltline participate if they chose.
