A plan to prevent underpass mess: Imagine that the trash receptacles and toilets in your home disappeared overnight and there was no more convenient weekly waste collection. Pretty messy, huh? Yes, it’s too bad Eugene’s homeless population leaves trash and other unmentionables in areas where they congregate, costing the city hundreds of thousands of dollars to clean up when it becomes a crisis. We can wring our hands, or perhaps wave a magic wand to make the homeless disappear.
